IDENTIFYING BARRIERS AND SOLUTIONS TO VALUES-BASED PROCUREMENT ACROSS DISTRICT AGENCIES

LANDSCAPE ANALYSIS | 2023 - 2024

The Sumner M. Redstone Global Center for Prevention and Wellness at George Washington University engaged FWG to investigate the procurement practices across DC government agencies in order to develop more effective policies and practices for values-based food and meal sourcing. This research process involved an extensive review of DC agency contracts with food service management providers as well as interviews with key staff members, DC-based vendors, and equivalent offices in other major US cities. In partnership with the Harrison Institute for Public Law at Georgetown University, FWG and Redstone strived to think creatively about how to address the true pain points for getting more locally sourced, nutritionally dense, and ethically raised food incorporated into all city agencies' meal programs. The project will culminate in a series of recommendations on the creation of policies and process improvements by which contracts are developed, awarded and enforced.
